PAYMENT ADVOCACY YEAR or PAY!

ASA declared 2003 as Payment Advocacy Year, or PAY!  Each month ASA focused on a different payment issue affecting subcontractors and specialty trade contractors.  The goal of PAY! was for subcontractors and specialty trade contractors to become their own best advocates in their businesses and to address the problem of slow pay both within the construction industry and before government at all levels and in all branches on a daily basis.
