Welcome to the American Subcontractors Association of the
Carolinas web site. We are a
two-state chapter of the American
Subcontractors Association, the United States' only non-profit
construction trade association concentrating exclusively on the business
issues affecting all subcontractors and specialty trade contractors. The
ASAC represents North Carolina and South Carolina contractors on state and
local issues, and meets in eight local chapters throughout the Carolinas.

signed S 1245 Retainage Reform Legislation. It is the law in NC effective January 1, 2008!

The South Carolina "Retainage Reform" bill, S. 365 was signed into law by Governor
Sanford on June 1, 2005. Retainage withheld
on state construction projects in South Carolina may not exceed 3.5%.
This applies to all projects awarded under South Carolina's Consolidated
Procurement Code. Subcontractors should know their rights and
inform prime contractors of the new law and understand that the law
prohibits the withholding of more than 3.5% retainage by the prime
contractor on all applicable projects.
